North and South Border

I want to travel to Xinjiang, but I often hear people say, "Let's go to the northern part of the country this time" or "Let's travel to the southern part of the country next time"? How strange is that? What is the difference between "Northern Xinjiang" and "Xinjiang"? What is the difference between "Northern Xinjiang" and "Xinjiang"?
