Taiwanese must apply for a letter of entry to Tibet (Tibet Travel Permit, or TTPThe following is a list of the most common documents that are required to be issued.) This article is based on the latest 2025-2026 Tibetan official regulations, and clearly explains who needs, how to prepare, how long it takes to complete, and common additional documents, so that you can follow the table and not step on the mine.
Why do Taiwanese need a letter of admission?
The Tibet Entry Letter is an administrative permission to enter Tibet for tourism, not a visa; without the Tibet Entry Letter, you cannot legally board a plane or take a train to Tibet, and the hotel check-in and inspection along the way will also be checked. Taiwan travelers must travel with a tour group (travel agency, tour guide, and car), and are not allowed to travel on their own. The Tibet Entry Letter and the Taiwan Compatriot Permit/Entry Permit complement each other, and you can't travel without either one of them.

Who needs to do it/what circumstances are exempted
- need: Residents of Taiwan (holders of Taiwan Compatriot Permit), foreign passport holders, and those who do not have a China ID card.
- Generally exempt: Hong Kong and Macao residents traveling in the Open Area as Home Visit Permit holders; if the Border Control Area is involved, the relevant permits are still required.
- To be dealt with separately: journalists, some religious figures, some officials, etc., who do not follow the regular tourist process
Documents Required for the Application for Letter of Entry for Taiwan Residents
- Taiwan compatriot card: Clear images of front and back (scanned or high quality candid shots).
- Basic personal information:Name, gender, date of birth, occupation, and contact information.
- Itinerary Highlights: Cities and transportation to and from Tibet, dates of stay, routes and major attractions.
- Depending on the itinerary: Proof of residence/work/study in China.
Tips: Avoid reflections, missing corners, and blurring of images; complete and consistent data for more stable auditing.
- Proof of Health: Taiwan travelers aged 65 (or above) (those who enter Tibet with a Taiwan Compatriot Permit) must provide a health certificate issued by a public or private hospital in Taiwan certifying that they are in good health and suitable for traveling to Tibet, with a doctor's signature and the hospital's seal on the certificate.
- Images avoid reflections, missing corners, and blurring; color high-resolution scans or original-size direct shots are recommended.
- Be sure to read the expiration date of your Taiwan R.O.C. card carefully.(Valid for the entire trip).
Process and Time
1. Confirm the itinerary you want to join
Lock in departure date, number of days, budget, route (with or without Everest/Ali/border section)

2. Submit documents and information
Submit the image of the TBP card and the itinerary information to the travel agency for centralized delivery.
3. Waiting for audit
To ensure a smooth departure, a 30-45 day lead time is recommended.
4.Confirmation of the letter of accession
After the letter of entry has been issued, your personal consultant (Travel Service Specialist) will confirm the information for you. Please be sure to check that the name and document number are the same as those on your Taiwan Traveler's Permit!
After confirmation, we will collect the final payment and invite you to join our tour group, which includes staff and tour guides, as well as local Tibetan drivers and tour guides, who will send messages inside.
5. How to get the Tibet Entry Letter and Travel
The original letter of entry is required to enter Tibet by plane; we will arrange the letter of entry guide in Chengdu to deliver the letter of entry to you and confirm that you check in and board the plane before leaving, and the letter of entry is required to enter the group (that is, the whole group enters together), so please be sure to abide by the letter of entry guide to the group in advance of the meeting time and tips, the train to Tibet is mostly photocopies/printed copies can be taken (subject to the requirements of the station).
Tibet Entry Permit (Tibet Entry Letter) from the beginning to the departure of the tour, backward schedule
- One year before departure: You can consult and book the trip you want to join, and many customers confirm the trip one year before departure!
- 45 days prior to departure: Be sure to confirm tour type and itinerary, submit document images and trip information.
- 20-30 days prior to departure: review period, synchronized with the locking of the driver/hotel/airline. (Cannot be changed at this time.)
- 3-8 days before departure: Confirm your entry letter and join the group 3 days before the trip.
- The week you leave: Check your documents and make extra copies to keep them separate.
The Year of the Horse is a special year, and the official daily quota is approximately 2,000Confirmation of the trip and delivery will be made at the end of the day. If you confirm your itinerary and delivery too late. I don't think we'll be able to get a letter of entry.If you are late for your flight/train and hotel, please check with the Commissioner in advance and apply as soon as possible.
Itinerary Change Rules
The letter of entry will specify the date, route and area; the journey should be consistent with the application. Temporary changes usually require a new application, which is time-consuming and uncertain, so it is best to finalize the pace at the planning stage.
Additional documents that may be required
The Tibet Entry Letter is not an all-purpose permit. If your trip covers border control areas (e.g. Everest Base Camp, Ali, etc.), you will usually need to apply for a separate Border Permit/Travel Permit/Military Area Permit;

The Letter of Entry is usually included in the tour price or charged by the travel agent. Rush shipments for nearer departures may incur additional costs!
