Traveling to Tibet isn't like visiting Malaysia or Japan, where tourism is well-established. Choosing the wrong agency can mean falling into shopping tours, being pushed overpriced oxygen, or worse — your Tibet Travel Permit getting rejected or your itinerary suddenly changed, wasting your flights and vacation days.

The problem is, all Tibet travel agencies use the same advertising lines —"no-shopping, pure travel, small-group, professional guide". After comparing ten agencies, every single one writes the same thing. How do you tell them apart?

The answer isn't in what they say, but in whether theydare to write it out in concrete terms. The following 5 questions, based on years of hosting travelers from Taiwan, Hong Kong, Macau, and international visitors to Tibet, are the real indicators that separate quality agencies from scam operators!

1. Tibet Travel Permit: Are Success Rate and Processing Time Specifically Guaranteed?

Tibet Travel Permitis the legal entry document for travelers from Taiwan, Hong Kong, Macau, and all foreign passport holders entering Tibet. It must be processed by a Mainland Chinese travel agency with proper qualifications — individuals cannot apply on their own.

This is somethingonly licensed Mainland Chinese travel agencies can handle. Whether you book through an agency in Taiwan, Malaysia, or Hong Kong, they ultimately hand it off to a Mainland Chinese ground operator. The difference is:

  • Direct receiving agency: You deal directly with the processing authority, and any issues are resolved immediately.
  • Second-hand or third-hand outsourcing: One or several layers of middlemen mean you have to chase down each layer when problems arise, dragging out the timeline.

When choosing a travel agency, beyond price, here are the specific questions you should ask:.

  1. Do you handle the Tibet Travel Permit directly, or outsource it to another agency?
    This question is critical! If the agency doesn't process the permit themselves, there will be extra costs and unpredictable risks.

The term "small-group tour" is widely overused. In reality, Tibet tours have clearly defined group size tiers:

While asking about pricing, here are the specific questions to ask:

  1. What's the minimum number to confirm departure? What's the maximum group size?
    Group size is critical — always ask for the maximum cap, not just the average!
  2. If the group doesn't fill up, will you merge me into a larger group or still depart on schedule?
    Some agencies merge international guests with Mainland Chinese domestic tours, which can balloon group sizes — double-check the departure window.
  3. For high-altitude itineraries with more than 10 people, what vehicle type do you use? Can the guide really take care of everyone?
    If the group is larger, you must confirm the vehicle specs to ensure adequate comfort and safety.

At Lhasa's 3,650 meters and Everest Base Camp's 5,200 meters,group size directly determines the quality of care you receive. One guide looking after 4–10 travelers is a completely different experience from one trying to manage 12–22 people.

"No-Shopping" Promise: Verbal Claim or Written Contract?

Almost every Tibet travel agency claims "no shopping." But there's only one way to truly guarantee it:written into the contract, with a penalty clause attached.

The difference between a verbal promise and a contract clause:

  • Verbal: Once on-site, the guide uses excuses like "a quick visit," "free Tibetan doctor pulse reading," or "a Tibetan family home" to bring you into shops disguised as attractions, where you'll be stuck for 60–90 minutes.
    These are the worst kind of agencies. When you protest, they say, "I never forced you to buy anything."
  • Contract: The agreement explicitly states "no shopping stops throughout the entire trip," with a CNY 5,000 penalty for any breach.
    With this in place, neither the guide nor the agency will dare to take detours.

There's also a more sophisticated scam to watch out for: Agencies that claim "no shopping" but have guides who rely onstorytelling sales tactics. For example, packaging herbs as "traditional Tibetan tonics," ordinary beads as "blessed by a master," and selling them through "a local Tibetan friend's home." No shop sign hanging outside — but it's still shopping at its core.

  1. 「無購物」有沒有寫進旅遊合約?
    正確的公司是不能去違規的,但訪間還是有很多公司標榜純玩無購物,卻會帶你去購物…但多問還是找保護自己的
  2. 真的進去購物店違約金多少?

  3. 行程中所有的「藏族朋友的家」「XX博物館」「XX大師」是否會推銷產品?
    通常假純玩的公司會跟你說沒有,但這時候就就要記得把證據保留好,不能讓惡劣的旅行社或是導遊去騙你們
  4. 還有需要自己查詢評價,記得多看幾個好的與不好的評價,並且比照時間點
    不要被水軍蒙騙,如果不少人分享有購物,那自己斟酌看看喔

四、用車年份、氧氣配置與保險,有沒有寫清楚?
